Head of Hei is the quest-locked A-tier ability with the second-highest single-button damage in the game (g = 25×64 = 1600, behind only Spin’s 1881). Despite its A-tier placement in third-party tier lists, Discord-side Foong data shows it out-damaging every S-tier except Spin on raw g-skill output.
Canonical IP attribution — IMPORTANT clarification
There are two distinct things sharing the “Hei” name in this game, which third-party aggregators routinely conflate:

The ability’s design — high single-target burst, the Cursed Speech / Projection Sorcery aesthetic — is a Naoya reference, not a Darker than Black reference. The “Hei” in the ability name appears to be a separate naming branch.

Head of Hei is the single-target burst king at A-tier — its g at 1600 outputs more than every S-tier except Spin. The catch: it’s quest-locked, not gacha-rollable.
