Power is the C-tier single-stat trait — only +5% DMG, no secondary columns. FRVR marks it C-tier because every A/S-tier trait offers superior multi-stat output.
Verdict
Use Power as the placeholder while saving for trait re-rolls. Replace it with any Legendary (Hunter / Destroyer / Master / Zombie) as soon as one drops.
